The city is located on the north bank of the Potomac River and is bordered by the states of Virginia to the southwest and Maryland to the other sides. The Organic Act of 1801 officially organized the District of Columbia and placed the entire federal territory, including the cities of Alexandria, Georgetown, and Washington under the exclusive control of Congress. Further, the unincorporated territory within the District was organized into two counties: the County of Washington on the north bank of the Potomac, and the County of Alexandria on the south bank.[10] Following this Act, citizens located in the District were no longer considered residents of Maryland or Virginia, thus ending their representation in Congress.

It's the District of Colombia, and it's not considered part of a state. In the US, we just say the 50 states and the territory of DC.

it's in neither. D.C. as it's name says, is a District, not a state. And it doesn't belong to Md. or Va., it's kinda like a territory. hope this helps, and good luck on your paper!

its not a state or a territory. Its a district, hence the name District of Columbia(DC). Even though it is NOT a state, the easiest way to think of it is that it is its own state.

This is just more proof of how stupid the establishment thinks we are. Mommanuke: You really think people have to be PAID to express their dissatisfaction with a President who hasn't kept even ONE campaign promise and who keeps telling them things are getting better when they can SEE that they aren't?? Even Bush at least kept some of his promises! You are delusional.
