Question: I know Maryland does, but I don't know if West Virginia or Virginia does...does anyone know? Like where you can put in a person's name/or case number and find the case/info about it?(Where you can find out what a person has been arrested/to court for...) Thanks if you have a good answer for me!

As one answer said, it requires the approval of the legislative bodies of all states involved, as well as the approval of congress. The two states are politically and economically very different, and aren't a very good fit for reunion, however. Actually, in the eyes of the Supreme Court, yes, Virginia did agree. All voting legislator who voted for successions from the United States were considered to have vacated their offices. The remaining ones held the vote to split the state - their legitimacy as the legislative branch of Virginia was later confirmed by the Supreme Court. Pretty much if you were part of the Confederacy, you lost your rights as an elected official in the eyes of the Union.

and Ohio was originally part of Connecticut, but that doesn't mean they will ever re-unite. The power to adjust states' boundaries is very arcane. "Boundary changes between states require the approval of each state's legislature and the approval of Congress."

i think thee states and the federal government would have to write up a contract of some sort but it wont ever happen and i think the people also would have to vote on it but i have no clue

WVU offers a masters program in Legal Studies and a Law degree in the law school - the juris doctor is the equivalent of a PhD. You have to decide what program you wan to get your Bachelors in. It can be anything - I have known law students who had their undergrad in Nursing, Education, Physics, Philosophy, Math, geology, metallurgical engineering [ahem!], Medieval French Studies [about the only thing you can do with a stupid major like that is law] and a host of other majors. All the general education requirements are posted on the school's website. Very good school - I suspect that you will have great success there.
