Why do you keep replacing parts when you're not sure the parts are the problem? That's an expensive way to troubleshoot, don't you think? The unit you have is a two-speed. At high speed, the unit is a 5-ton. At low speed, the unit is a 3-ton. When the two-stage thermostat calls for high speed cooling mode, the system runs until the temperature in your home gets within 2 degrees of the thermostat setpoint. At that time, the thermostat tells the unit to run in low speed cooling mode. In order for that to happen, the two-speed control (TSC) stops the compressor and condenser fan motor. After a set amount of time (60 seconds), the TSC starts the compressor in low speed mode and starts the condenser fan motor. The unit runs in low-speed until the thermostat is satisfied. The TSC is, basically, the brains of the outside unit. Not only does it tell the unit to run in high or low speed, also it monitors the compressor motor winding temperature through a sensor connected to the control. If the sensor senses the compressor motor windings get too hot, TSC shuts down the unit and waits for the motor windings to cool down. The TSC counts this as a fault. After a 5 minute delay, the TSC will tell the unit to run. If the sensor has not cooled down enough to reset, the TSC will shut down the unit again and it will go into another 5 minute delay. It tries 3 times and if the sensor has not reset during those 3 times, the TSC will lock out on 3 faults. The only way to remove the 3 faults and reset the TSC is to either turn off the thermostat for 5 seconds or kill the power to the unit. In addition to monitoring the compressor motor windings, also the TSC monitors the refrigerant pressures through the low and high pressure controls. If the high pressure control trips open, the high pressure control would need to be reset manually. The low pressure control resets itself automatically, however if the unit trips on the low pressure control during a call for cooling, the TSC sees this and counts this condition as a fault and, after 3 faults, the TSC will lock out. The low pressure control tripping is what we in the trade call "short-cycling" and usually this condition is caused due to a low refrigerant charge, but there are other possibilities, too. So, the question is why is the TSC locking out? When you can figure that out and eliminate the cause of the lock outs, your system can be repaired properly without having to keep changing out good parts that don't need changing. Good luck.

However, if nothing is running, it definitely isn't the potential relay causing this problem as this only helps the compressor start and has nothing to do with the fan motor. These units have high and low pressure cutouts, which will shut the unit off once they trip. The low pressure is an auto reset, meaning it will reset itself after a few minutes, and the unit will automatically restart. However, the high pressure cutout is a manual reset, and you have to either reset the switch (probably has a red button on top of it) or simply cut power off and back on, which you've been doing. Once you reset the breaker, this resets the pressure switch, and then the unit goes through a 5 minute delay forced by the TSC. This sounds exactly like what you described. Did this tech that came out put gauges on the system? You could have a stopped up condenser coil that is jacking up the head pressure up and tripping the high pressure cutout.
