If so, what's it like over there? How are the people? How do they treat you? Is it expensive? Etc. Because I'm going to be visiting in December during the New Years parade & I just wanted to know whats it like so I know what's in store for me =)

I hate to contradict other contributors, but the fountains and statue plinths in Trafalgar Square, London, UK, are boarded up for New Year's Eve these days and, for "health and safety reasons", it is no longer possible to jump in the water as used to be the case years ago. It still is a very jolly event though, when everyone is pleasant and in a bright mood. This year there were spectacular fireworks along the Thames and from the London Eye that drew enormous crowds to the river bank. There is no guarantee of what it will be like for the start of 2010 as there is a recession on, and a new mayor who is making economies, but you can get an idea of what it might be like from "frequently asked questions" on the list to the left of this website:

Christmas is a big event and, if you are in London then, go and see the illuminations and the shop windows in Oxford street. You can also do some open air ice-skating in several places.
There is an additional holiday on the 26th called Boxing Day when most shops are still shut. Things are expensive but the day after Boxing day the sales season begins with a bang, added to which many shops are now starting their sales early, so it is the ideal time for bargain hunting...

Oddly enough there actually is a place called London in France (its some 234 miles South southeast of Paris) but I suspect you mean London England.
London, England is a great place to be on New Years Eve. Make sure to head down to Trafalgar Square. People actually throw themselves into the fountains there at midnight. Why they would do this I have never been able to figure out but its fun watching everyone act a bit crazy.
